When the expansion happens, I'd suggest we split the away fans between the two tiers, 2k in the lower and 1k in the upper, diluting the away fans atmosphere and giving more flexibility to reduce the allocation to 2k when that's all that's needed. We could even move fans from L1 when the powers that be kick them out of there into M1 to keep them next to the away fans to facilitate goading.
