He was kicked out. They have no say on if he stands as an independent or for another party in the same way they haven't been able to prevent Corbyn standing as an Independent in Islington.

 

Anyone can stand independently if they want, we've had people dressed as fish fingers, dolphins or even a Count with a bin on his head. If I had the money and wanted to I could stand. Comedian Al Murray stood in the seat Nigel Farage tried to win in a past election. And the main parties have no influence over that.

It’s a bit of a disgrace he hadn’t been booted years ago - but his hold on the constituency office was ridiculously strong, so there’s that.
