Moon had no pressing political reason to pardon her, but I don't see where the payoff for him would be coming from if he was doing it for favours, either. She's not exactly popular with the populace at large, either, another reason for him not to do it. Until there's a solid idea of where the "pork" is, I'm going to be an idealist here and say that his motivations are mostly compassionate in this case.
