The foundation will be for the benefit of all victims of the war in Ukraine. This includes providing critical funds towards the urgent and immediate needs of victims, as well as supporting the long-term work of recovery. That rebuild of infrastructure in Ukraine could make Abramovich a lot more than he puts in. Wouldn't surprise me if he saw events in the Ukraine as a huge business opportunity. If you can look like you're helping while cleaning up then all the better from a PR point of view. Maybe that's harsh. As I say, I'm interested to see who he thinks are the victims here. He is owed between 1.5 and 2 billion by Chelsea what he’s saying is that anything that the sale generates beyond what he’s owed will be donated to the charitable foundation in theory, that excess is all his money EDIT: report on SSN states that he’s said he does NOT want his 1.5bn loans back and that the nett proceeds for charity could therefore be several billions. my view on that is if he really cares for Chelsea then he’ll sell for a ‘small amount’ to a v wealthy buyer on the understanding that the buyer invests heavily into the club rather than paying him the true value.
