Stadium Expansion *APPROVED* Sept ‘22 - Details / Images Released on Planning Site

Soulsby got asked about the delay and tweeted this response today   - ‘Very large and complex scheme but officers been in regular contact with the Club. Told planning application due to go to Planning Committee for a decision on 14 September - papers published 6 September.’

The residential part of the application is only to seek outline approval. Things can change when they apply in the future for full planning consent when the affordable housing requirement might disappear. Not sure where they are to be built, affordable apartments in the new block? Whatever, it shouldn't affect the new East Stand development.

It’s just because the development includes housing (234 studio apartments if you’d consider that housing)  and the councils policy is that at least 10% of housing is affordable, not relevant for students or other specialist accommodation like hotels I assume. Will just depend on the ultimate makeup of the accommodation it looks like the Club included all possibilities like build to rent,  sale, or student accom, the latter doesn’t require any affordable housing.

I thought that we'd had one with Top's programme notes where he confirmed the clubs total commitment to the development and hope for some good news very soon. 

 

I'm hoping there will be a schedule of works released once the approval is given so we know what's happening and when.

If it's high spec accommodation then 10% affordable is going to be completely out of place, you'd just be forcing some rabbit hutch accommodation in.

A S106 is a fixed sum legal agreement to the LA that provides for 'X' amount of affordable properties to be provided by the applicant. An S106 in theory can make developers provide for medical centers and vets etc. Sometimes these land parcels can be sold on but must be kept to the building/purpose under approval etc. The affordable is straightforward in that the LA will stipulate a percentage % of all apartments within the development as being affordable. It is the developers cost to provide these.

Just reading though the council report it includes the point that affordable housing has to be in locations agreed with the councils housing department; and indistinguishable from the market units in terms of appearance design and quality; and benefit from proportionate provision of amenities like parking. Though it only currently has 40 car parking spaces in the plot in any case. Though I’m sure there are plenty of unfortunate workarounds

10% is LOW! 10% for an inner city residential tower is low but one would have to assume that KP have offset this elsewhere. Also, if it were me, I would position these at the bottom. This would likely be under a management company in terms of private rent/ownership (KP).

 

Other than that the HA can place any occupant anywhere.

If the clubs debt is serviceable then the 'club's financial state' is fine. 

The club will be banking (literally) that the league position is only temporary.
