A "fit and proper" owner is just one with financial security, so not a mobster who could potentially have his assets seized or a fraudster like the Pompey **** that never really had the funds. It was just a convenient lie to swallow to allow the deal to go through. And now it has they'll just shrug and say they can't force an owner to sell up. The only reason Abramovich was forced out was major government intervention.
