He's almost playing as a false 9. Like Southgate wants more in midfield, because he hasn't got the 2 holding, like in the euros.

England could field a team of players that would be competitive in this World Cup. In fact, Brazil Vs England 2nds would be a decent game.
 

Southgate’s tactic here will be to add another holding midfielder.
