Likewise, you or I if we named them online. It's an alleged incident at present. The fact that he approached someone on a dating site then "threatened" them when they threatened to out him is also not nice behaviour but also probably not illegal, unless they were death threats. He's probably being mentioned due to his sexuality and being quite young. People really need to be careful on speculating, as incorrect rumours are bound to have a bad effect on the people being wrongly blamed. I don't think you are thinking of the same Welsh presenter that Stan is on about, in fact I have no idea who you are on about. The one who's name has mostly come up is neither publicly gay nor young. Without knowing more details, I'm not sure I understand the accusations of this second story just from reading that article, unless it's implying something I'm not seeing. Sending someone swear-filled texts after threatening to out them as gay doesn't sound like much of an actual story, unless, as you say, they were death threats, threats of violence or hate speech, but I feel like the article would've likely mentioned if they had been, it doesn't seem to suggest they were. Only other thing I can think of is when he said he would out him, he meant for more serious allegations, but the article doesn't really seem to suggest that. And that of course is entirely down to the beholder. My personal take is it's really no one else's business and the Sun are in it purely for base purposes, and possibly the mother is too.
