I fancied Ruud last summer. He did a good job at PSV, plays attacking 4-3-3, could be that nice option that isn't too different to Enzo, but has more defensive tendencies whilst allowing players to take the handbrake off going forward. Far less controlled but still a possession based coach.

Not sure why people seem hyped about RVN.

 

He managed to finish 2nd with PSV, they have occupied 1st or 2nd in the league in 8 of the last 10 seasons.

 

He got knocked out in the CL Play-offs and EL play offs.

 

He achieved about par as a manager of PSV.

As you say his season at PSV was about par for the course, did win a cup though too.
