You can if it's a dangerous tackle. No red card only applies if you make a genuine attempt to play the ball and stop a goal scoring opportunity.

 

You'd be fuming if a tackle like that DIDN'T result in a red card anywhere on the pitch.

double jeopardy rule only applies for genuine attempts to win the ball and not in the case of serious foul play. It's for stopping sending offs for fouls that would be yellow at most if not the denial of a goal scoring opportunity, given a penalty is a goal scoring opportunity anyway
