Premier League cannot take action against the club for exceeding the relevant PSR threshold

How can the Premier League come out and say they are surprised and disappointed?

 

Do they actually want to find us guilty?

 

They'll try and pin us down (And other "lesser" clubs) whilst turning a blind eye to others.

Maybe it was all a plan to get relegated, knowing we’d breach but get away with it on a technicality, having a season on loan in the championship to avoid it all.

Seems like it. 

 

On a cynical mindset, this is going to play out over the seasons with some horror decisions go against us.
