At what length do GIFs become videos? 

If you want to upload using foxestalk attachment option there is a limit to the size you can upload which will dictate how 'big' an individual GIF can be.

I don't think there is any technical limit on length in terms of time or number of frames, but the bigger it is the longer it takes to load and the less practical it is to use as a gif, I found this, enjoy, let me know how it ends:
