Given Tracey is asking for the remaining quarter, it's alluding to what Rachel has left. Rachel had 16, Tracey took 4. 

12 remaining. Tracey asks for the remaining quarter of 12 is how I read it. So to me Tracey is asking for 3 more. 

 

The wording is crap. No one ever asks for a remaining quarter lol

 

The answer is very good. Teacher should commend the audacity...

I read it as 16-4 is 12 and the remaining quarter would be 3. But the language still doesn't make any sense.
